The "Proposal" proposes to carry out in-depth "quality inspection sword" action for counterfeiting consumer goods focusing on children’s products and household appliances; In-depth development of agricultural counterfeiting "quality inspection sword" action focusing on chemical fertilizers, agricultural machinery and its accessories; In-depth development of steel, wire and cable as the focus of building materials products counterfeiting "quality sword" action; Carry out in-depth "quality inspection sword" action for automobile parts and gasoline and diesel counterfeiting focusing on filters, interiors and gasoline and diesel; Carry out in-depth centralized rectification actions for regional problems of consumer goods, means of production, especially e-commerce products.
The "Proposal" requires that, on the basis of the above five special actions, first, according to the requirements of the National Doubles Office, we should pay close attention to the rectification of key products, key areas and bulk export commodities, the investigation and handling of key cases and the construction of a long-term mechanism, promote the information disclosure of administrative punishment cases, and fully implement the relevant tasks deployed by the National Doubles Office. Second, we should conscientiously cooperate with relevant departments to carry out special anti-counterfeiting actions, carry out special rectification actions such as special equipment, "pseudo base stations" and "black broadcasting", and do a good job in law enforcement and anti-counterfeiting work. Third, according to local conditions, through case analysis, industry research and enterprise investigation, all localities can determine the key catalogue of law enforcement and counterfeiting in their own regions, carry out law enforcement and counterfeiting work in a targeted and focused manner, and build a working mode guided by the catalogue of key products of law enforcement and counterfeiting.
The "Proposal" proposes to fully increase the intensity of quality violation clues. First, give full play to the role of 12365 hotline, e-commerce law enforcement center, supervision and spot check, media public opinion analysis, and industry associations, closely focus on products related to human health and personal and property safety and key areas that are prone to and high in quality violations, extensively collect clues about quality violations, and quickly carry out law enforcement inspections. The second is to improve the mechanism of case source collection and investigation, combine open investigation with unannounced visits, and focus on strengthening unannounced visits. The third is to play the role of big data investigation.
At the same time, the "Program" calls for all-out efforts to increase law enforcement and investigation. Combined with the characteristics and requirements of law enforcement and anti-counterfeiting work in the new era, according to the local actual situation, we should establish the concept of service law enforcement, actively explore and carry out follow-up services for law enforcement and anti-counterfeiting, and help enterprises to rectify problems and improve product quality after investigating and dealing with minor and general quality problems.
The "Proposal" proposes that supervision and assessment will be strengthened. Provincial bureaus have established a performance evaluation system for law enforcement and counterfeiting, which focuses on the quantity and quality of cases investigated, strengthened daily and regular law enforcement supervision, actively used the 12365 information system, established a new supervision and evaluation mechanism of "remote inspection and assessment, flat supervision and supervision", increased administrative interviews and notifications to zero-handling units, and ordered units whose number and quality of cases continued to decline to make inspections and notifications; In the inspection and assessment, it is found that there are orders, prohibitions, law enforcement inaction, dereliction of duty, and illegal law enforcement, and the responsibility of the relevant personnel will be seriously investigated.
At the same time, strengthen information reporting. Further improve the level of law enforcement informatization, strengthen information statistics and submission, standardize and smooth the channels of information submission, and effectively improve the quantity, quality and timeliness of information submission.
