  First, improve the vaccine management mechanism

  (a) improve the province’s immunization program vaccine adjustment mechanism. The Provincial Health and Family Planning Commission should speed up the embedding of the provincial vaccination information management system into the information management system of provincial primary medical and health institutions, and realize the docking with the relevant information systems of food and drug supervision departments and education departments. All vaccination units should implement vaccination information management.
  Third, standardize vaccination management

  (a) to strengthen the overall management of the second kind of vaccination. The provincial centers for disease control and prevention should promptly carry out the evaluation and selection of the second kind of vaccines and put forward the use items. The inoculation entity shall publicize the immunization procedures, vaccine varieties, inoculation methods, vaccine functions, contraindications, adverse reactions and precautions, the price of the second kind of vaccine, the charging standard of vaccination service, consultation and complaint telephone number and other matters in a prominent position in the inoculation site. Local health and family planning departments should implement dynamic management of vaccination units, strengthen technical training of vaccination professionals, complete grading evaluation of all vaccination clinics and full coverage of supervision of other vaccination units before the end of 2017, and organize spot checks on the standardized construction of vaccination units every year. Medical personnel who undertake vaccination duties and tasks in medical and health institutions should pass the vaccination professional training organized by the county-level health and family planning administrative department and pass the examination.
