Since the closing of the Fifth Plenary Session of the 19th CPC Central Committee, all localities and departments have done a lot of work in studying, understanding, preaching and explaining, and implementing the spirit of the Plenary Session in accordance with the requirements of the CPC Central Committee, and achieved positive results. The purpose of this seminar held by the CPC Central Committee is to discuss and exchange experiences in depth, accurately grasp the new development stage, thoroughly implement the new development concept, accelerate the construction of a new development pattern, promote high-quality development during the 14 th Five-Year Plan period, and ensure a good start in building a socialist modern country in an all-round way.
I have talked about studying and implementing the spirit of the plenary session at the Fifth Plenary Session of the 19th CPC Central Committee, the The Politburo Standing Committee (PSC) Conference, the Politburo meeting of the Chinese Communist Party, the Central Economic Work Conference and the Central Rural Work Conference. Today, I will focus on four more questions.
The first question: accurately grasp the new stage of development.
A correct understanding of the historical position and development stage of the cause of the party and the people is the fundamental basis for our party to clarify the central tasks of the stage and formulate the line, principles and policies, and it is also an important experience for our party to lead the revolution, construction and reform to win continuously.
During the period of the new-democratic revolution, our party gradually realized that the China revolution had to go through the historical stage of the new-democratic revolution. On this basis, it put forward the tasks and strategic strategies of the China revolution and led the people to win the China revolution. At the beginning of the founding of New China, our party deeply realized that it would take a transitional period to enter a socialist society from a new democratic society, thus forming the party’s general line in the transitional period, successfully completing the task of socialist revolution and entering the stage of socialist construction. After the reform and opening up, our party profoundly summed up the positive and negative experiences of world socialism, especially China’s socialist construction, made a major judgment that China is in the primary stage of socialism and will be in it for a long time, and put forward the party’s basic line accordingly, opening up a brand-new situation of reform and opening up and socialist modernization. Since the 18th National Congress of the Communist Party of China, we have promoted the overall layout of "Five in One" and the "Four Comprehensive" strategic layout in a coordinated way on the basis of the long-term struggle of our predecessors, which has promoted historic achievements and changes in the cause of the party and the state, and pushed Socialism with Chinese characteristics into a new era.

In the practice of applying the basic principles of Marxism to solve practical problems in China, our Party has gradually realized that developing socialism is not only a long-term historical process, but also a process that needs to be divided into different historical stages. From the end of 1959 to the beginning of 1960, Comrade Mao Zedong put forward when reading the textbook of Political Economy of the Soviet Union: "This stage of socialism may be divided into two stages. The first stage is underdeveloped socialism and the second stage is relatively developed socialism. The latter stage may take longer than the previous stage. " In 1987, Comrade Deng Xiaoping said: "Socialism itself is the primary stage of communism, and we in China are in the primary stage of socialism, that is, the underdeveloped stage. Everything must proceed from this reality and make plans according to this reality. " The new development stage we are in today is a stage in the primary stage of socialism, and it is also a stage that has accumulated for decades and stood at a new starting point.
Judging from the historical basis, the new stage of development is a new stage in which our party leads the people to usher in a historic leap from standing up, becoming rich and becoming strong. After the founding of our Party, we United and led the people to establish People’s Republic of China (PRC) after 28 years of bloody fighting and tenacious struggle, and achieved a historic leap from the new-democratic revolution to the socialist revolution. After the founding of New China, our party United and led the people to creatively complete the socialist transformation, establish the basic socialist system and carry out socialist economic and cultural construction on a large scale. The people of China not only stood up, but also stood firm and achieved a historic leap from socialist revolution to socialist construction. In the new historical period, our Party led the people to carry out the new great revolution of reform and opening up, which greatly stimulated the enthusiasm, initiative and creativity of the broad masses of the people, successfully opened up the road of Socialism with Chinese characteristics, enabled China to catch up with the times in great strides, achieved a new historic leap in the process of socialist modernization, and ushered in the bright future of the great rejuvenation of the Chinese nation. Today, we are continuing to write a new history of building a socialist modern country in an all-round way on the basis of previous development.
As far as practical basis is concerned, we already have a solid material foundation to start a new journey and achieve new and higher goals. After the unremitting struggle since the founding of New China, especially over 40 years of reform and opening up, by the end of the 13th Five-Year Plan, China’s economic strength, scientific and technological strength, comprehensive national strength and people’s living standards have leapt to a new level, becoming the world’s second largest economy, the largest industrial country, the largest commodity trading country and the largest foreign exchange reserve country, with a GDP of over 100 trillion yuan, a per capita GDP of over 10,000 US dollars and an urbanization rate of over 60%. In particular, great historical achievements have been made in building a well-off society in an all-round way and solving the problem of absolute poverty that has plagued the Chinese nation for thousands of years. This is a milestone in the process of China’s socialist modernization, laying a solid foundation for China to enter a new stage of development and March toward the goal of the second century.

He emphasized that it took a long time to realize modernization under the condition of weak economic foundation in China at that time. At the same time, he stressed that even if modernization was realized, it was impossible to solve the problem of consolidating and developing the socialist system once and for all if we wanted to persist in our socialist system from generation to generation. Comrade Mao Zedong said: "Everything always has ‘ Edge ’ Yes. The development of things is going on stage by stage, and each stage also has ‘ Edge ’ Yes. Building a socialist modernized country in an all-round way and basically realizing socialist modernization is not only the requirement of China’s development in the primary stage of socialism, but also the requirement of China’s socialism moving from the primary stage to a higher stage.
The second question: thoroughly implement the new development concept.
One of the most important aspects for our party to lead the people in governing the country and politics is to answer the important question of what kind of development to achieve and how to achieve it. On October 29th, 2015, I said at the Fifth Plenary Session of the 18th CPC Central Committee: "Idea is the forerunner of action, and certain development practices are led by certain development concepts. Whether the development concept is right or not fundamentally determines the development effectiveness and even success or failure. Practice tells us that development is a constantly changing process, the development environment will not be static, the development conditions will not be static, and the development concept will naturally not be static. "
Since the 18th National Congress of the Communist Party of China, our party has made scientific judgments on the economic situation, made timely adjustments to development concepts and ideas, and guided China’s economic development to achieve historic achievements and changes. Here, I will briefly talk about the main aspects. First, adhere to the people-centered development thinking. On November 15th, 2012, when I met with Chinese and foreign journalists in the 18th The Politburo Standing Committee (PSC), I emphasized that people’s longing for a better life is our goal, and we should unswervingly follow the road of common prosperity. On October 29th, 2015, at the Fifth Plenary Session of the 18th CPC Central Committee, I clearly put forward the people-centered development idea. On October 29th, 2020, at the Fifth Plenary Session of the 19th CPC Central Committee, I further emphasized that we should strive to promote the common prosperity of all the people and make more obvious substantive progress. Second, it is no longer simple to talk about heroes by GDP growth rate. On December 15, 2012, at the Central Economic Work Conference, I emphasized that we should not blindly pursue high speed regardless of objective conditions and in violation of laws. On April 25th, 2013, at the meeting in The Politburo Standing Committee (PSC), I emphasized that we should not take the control targets set by the state as the bottom line of local economic growth, let alone compare with each other or even overweight each other. We should promote sustained and healthy economic development based on improving quality and efficiency, and pursue real, moisture-free GDP and effective, quality and sustainable economic development. Third, China’s economy is in a "three-phase superposition" period. Fourth, economic development has entered a new normal. On December 10th, 2013, at the Central Economic Work Conference, I proposed the "new normal". On December 9, 2014, at the Central Economic Work Conference, I analyzed the reasons why China’s economic development entered the new normal from nine aspects, emphasizing that understanding the new normal, adapting to the new normal and leading the new normal are the great logic of China’s economic development at present and in the future. The fifth is to make the market play a decisive role in resource allocation and give better play to the role of the government. In November 2013, at the Third Plenary Session of the 18th CPC Central Committee, I emphasized that market allocation of resources is the most efficient form, and that it is the general law of market economy that the market determines the allocation of resources. Eighth is to promote structural reform on the supply side. When I review this process, I want to emphasize that since the 18th National Congress of the Communist Party of China, we have put forward many major theories and ideas on economic and social development, among which the new development concept is the most important and important. The new development concept is a systematic theoretical system, which answers a series of theoretical and practical questions about the purpose, motive force, way and path of development, and expounds the political stand, value orientation, development mode and development path of our party. The whole party must implement the new development concept completely, accurately and comprehensively. Pay attention to the following points.
First, grasp the new development concept from the fundamental purpose.The ancients said: "The size of heaven and earth is based on Li Yuan." The people are the deepest foundation and the greatest confidence of our party in power. Seeking happiness for the people and rejuvenation for the nation is not only the starting point and foothold of our party’s leadership in modernization, but also the "root" and "soul" of the new development concept. Only by adhering to the people-centered development thought, insisting that development is for the people, development depends on the people, and development results are shared by the people, can we have a correct concept of development and modernization. The Soviet Union, the first socialist country in the world, made brilliant achievements, but later it failed and disintegrated. One of the important reasons was that Soviet communist party was divorced from the people and became a privileged bureaucratic group that only safeguarded its own interests. Even in a modernized country, if the ruling party deviates from the people, it will also damage the achievements of modernization.
Achieving common prosperity is not only an economic issue, but also a major political issue related to the party’s ruling foundation. We must never allow the gap between the rich and the poor to widen, and the poorer the poor, the richer the rich. We must never create an insurmountable gap between the rich and the poor. Of course, to achieve common prosperity, we must make overall consideration of needs and possibilities and follow the law of economic and social development step by step. At the same time, this work can’t wait. We should consciously and actively solve the problems such as regional disparity, urban-rural disparity and income disparity, promote all-round social progress and all-round human development, promote social fairness and justice, make development achievements more fair and benefit all the people, and constantly enhance people’s sense of acquisition, happiness and security, so that people can truly feel that common prosperity is not just a slogan, but a tangible and real fact.
Second, grasp the new development concept from the problem orientation.China’s development has stood at a new historical starting point. According to the new requirements of the new development stage, we should adhere to the problem orientation, implement the new development concept more accurately, effectively solve the problem of insufficient development imbalance and promote high-quality development. For example, scientific and technological self-reliance has become the basic ability to determine China’s survival and development, and there are many "stuck neck" problems. For example, there is a big gap between urban and rural areas in China, and how to solve this problem requires in-depth study, especially the differentiation and reorganization of regional plates, the acceleration of cross-regional population transfer, and the decline of farmers’ willingness to settle in cities. For example, a high degree of consensus has been reached on accelerating the overall green transformation of economic and social development. However, China’s energy system is highly dependent on fossil energy such as coal, and the production and living systems are under great pressure to transform into green and low-carbon. It is extremely arduous to achieve the goal of carbon emissions peaking by 2030 and carbon neutrality by 2060. For example, with the counter-current of economic globalization, the external environment is becoming more and more complicated and changeable. Everyone realizes that it is necessary to properly handle the relationship between self-reliance and open cooperation, actively participate in international division of labor and safeguard national security, properly handle the relationship between the utilization of foreign capital and security review, and expand opening up on the premise of ensuring security. In short, in the new stage of development, the understanding of new development concepts should be deepened, and the measures should be more precise and pragmatic to truly achieve high-quality development.

Third, grasp the new development concept from the sense of hardship."Not sleepy lies in early consideration, not poor lies in early preparation." We must strengthen our sense of hardship, adhere to the bottom line thinking, and be ready to deal with more complicated and difficult situations at any time. The "Proposal" of the "Fourteenth Five-Year Plan" puts security in a very prominent position, and emphasizes that security development should run through all fields and the whole process of national development. If the foundation of safety is not firm, the developing building will shake. We must adhere to the organic unity of political security, people’s security and the supremacy of national interests. We must not only dare to fight, but also be good at fighting, and strengthen ourselves in an all-round way, especially to enhance the strength of deterrence. Macro-economy should be prevented from ups and downs, foreign capital should be prevented from flowing in and out in the capital market, the supply of grain, energy and important resources should be ensured, the supply chain of industrial chain should be ensured to be stable and safe, the disorderly expansion and barbaric growth of capital should be prevented, the ecological environment should be ensured, and safety in production should be resolutely ensured. In the social field, it is necessary to prevent the risk of large-scale unemployment, strengthen public health safety, and effectively resolve all kinds of mass incidents. It is necessary to strengthen the institutional construction of safeguarding national security, learn from the experience of other countries, and study how to set up necessary "glass doors" and add different locks at different stages to effectively deal with various issues involving national security.
The third question: accelerate the construction of a new development pattern.
Accelerating the construction of a new development pattern with domestic macro-cycle as the main body and domestic and international dual-cycle promoting each other is a major strategic task related to China’s overall development, which needs to be accurately grasped and actively promoted from the overall situation.
In recent years, economic globalization has encountered a countercurrent, and the pattern of international economic cycle has undergone deep adjustment. The epidemic situation in COVID-19 has also intensified the trend of anti-globalization, and the tendency of domestic care has increased. During the epidemic in COVID-19, I went to several provinces for investigation and study, got a deep understanding of the epidemic resistance and investigated the problems in the resumption of work and production. When I visited Zhejiang, I found that the global industrial chain supply chain was partially broken under the impact of the epidemic, which directly affected China’s domestic economic cycle. Many local enterprises can’t get in foreign raw materials, overseas personnel and goods, so they have to stop production. I feel that the current situation is very different, and the environmental conditions of big entry and big exit have changed. We must put forward new ideas to lead development according to the new situation. Therefore, in April last year, I proposed to establish a new development pattern with the domestic big cycle as the main body and the domestic and international double cycles promoting each other. The Fifth Plenary Session of the 19th CPC Central Committee made comprehensive arrangements for building a new development pattern. This is a strategic layout and a first move to grasp the initiative of future development, a major historical task to be vigorously promoted in the new development stage, and a major measure to implement the new development concept.
As a socialist country with a large population and a large market scale, China is bound to bear all kinds of pressures and severe challenges that other countries have never encountered in the historical process of modernization. A remark made by Comrade Mao Zedong in 1936 is still enlightening to us. He said: "No matter how complicated, serious and miserable the environment is, what military commanders need first is to organize and use their own strength independently. It is common to be forced into a passive position by the enemy, and it is important to quickly restore the active position. If you can’t restore this status, the following is failure. The active position is not utopian, but concrete and material. " Only by standing on our own feet, smoothing the domestic circulation, and striving to cultivate a body that is immune to all poisons and indestructible, can we let the international situation change and always survive and develop with vigor, and no one can knock us down and lock us up! Accelerating the construction of a new development pattern is to enhance our viability, competitiveness, development and sustainability in all kinds of foreseeable and unpredictable storms and stormy waves, and to ensure that the great rejuvenation process of the Chinese nation will not be delayed or even interrupted.
In practice, we should pay attention to guard against some misunderstandings: first, we only talk about the first half of the sentence, unilaterally emphasize "giving priority to domestic circulation" and advocate a substantial contraction in opening up; Second, only talk about the second half of the sentence, unilaterally emphasize the "domestic and international double cycle", regardless of the changes in the international pattern and situation, and stick to the old idea of "two heads are outside, big in and big out"; Third, they are fragmented, and they don’t care about building a unified national big market and smoothing the national big cycle. They only consider building a local small market and making their own small cycle. Fourth, it is believed that smooth economic circulation means smooth logistics and low-level logistics circulation; The fifth is to solve the technical problem of "sticking the neck", do everything by yourself, engage in redundant construction, focus on the "high-rise" project, regardless of objective reality and industrial base, and the result has become an unfinished project; Sixth, we talked about expanding domestic demand and forming a large domestic market, and began to blindly borrow to expand investment, excessively stimulate consumption, and even went to large-scale projects with high energy consumption and high emissions; Seventh, it does not pay attention to the supply-side structural reform, but only pays attention to the demand-side management, which can not form a higher level dynamic balance of supply creating demand; Eight is that this is only a matter for the economic and technological departments, and has little to do with their own departments, and so on. These understandings are one-sided or even wrong, and must be prevented and corrected.

Economic activities need the combination of various factors of production to be organically linked in production, distribution, circulation and consumption, so as to realize circular circulation. Under normal circumstances, if the economic cycle is smooth, material products will increase, social wealth will accumulate, people’s well-being will be enhanced, and national strength will be enhanced, thus forming a spiral development process. If there are blocking points and breakpoints in the process of economic cycle, the cycle will be blocked, which will be manifested as the decline of growth rate, the increase of unemployment, the accumulation of risks, the imbalance of international payments, etc., and will be manifested as overcapacity, the decline of enterprise benefits, and the decline of residents’ income, etc. At the present stage of China’s development, the most important task to smooth the economic cycle is to effectively smooth the supply side. Strong effective supply capacity can penetrate the circulation blocking point, eliminate bottlenecks, create jobs and provide income, thus forming demand capacity. Therefore, we must persist in deepening the structural reform on the supply side, continue to accomplish the important task of "three to one, one reduction and one supplement", comprehensively optimize and upgrade the industrial structure, enhance the innovation ability, competitiveness and comprehensive strength, enhance the toughness of the supply system, form a more efficient and higher quality input-output relationship, and realize the dynamic balance of the economy at a high level.
I have said that the most essential feature of building a new development pattern is to achieve a high level of self-reliance. At present, China’s economic development environment has changed, especially the relative advantages of production factors. The labor cost is rising gradually, the carrying capacity of resources and environment has reached the bottleneck, the old combination of production functions has been difficult to sustain, and the importance of science and technology has risen in an all-round way. In this case, we must put more emphasis on independent innovation. Therefore, in the Proposal of the Tenth Five-Year Plan, the first major measure is scientific and technological innovation, and the second is to break through the industrial bottleneck. We must understand this issue from the perspective of survival and development, comprehensively strengthen the deployment of scientific and technological innovation, pool superior resources, vigorously and orderly promote the system and mechanism of "revealing the list and taking the lead" in tackling innovative problems, strengthen the docking between innovation chain and the industrial chain, and clarify the road map, timetable and responsibility system, which is suitable for departments and local governments to take the lead, and the government which is suitable for enterprises to take the lead should fully support it. State-owned enterprises, such as central enterprises, should shoulder heavy burdens and take the lead, and be the "source" of original technology and the "chain length" of modern industrial chain.

Whether the spirit of the Fifth Plenary Session of the 19th CPC Central Committee can be well implemented is related to the overall development of the cause of the party and the country in the next five years, 15 years or even longer. The "Proposal" of the 14th Five-Year Plan adopted by the Plenary Session is very rich in content, including macro ideas, guiding principles, strategic ideas and specific requirements. There are consistent strategic arrangements since the 18th National Congress of the Communist Party of China, new major judgments and new strategic measures, and it is impossible to learn without hard work. If you don’t learn, you can’t grasp the key, step on the point and implement the spirit of the plenary session. Leading cadres at all levels, especially senior cadres, should learn from the original, understand one by one, highlight the key points and innovations, carry forward the excellent style of study of integrating theory with practice, base themselves on the present and focus on the long-term, and enhance their enthusiasm, initiative and creativity.
I have said many times that senior cadres should become Marxist politicians and leading cadres at all levels should become politically savvy. Economic work has never been abstract and isolated, but concrete and related. Leading cadres at all levels, especially senior cadres, must be based on the overall situation of the great rejuvenation strategy of the Chinese nation and the unprecedented changes in the world in the past century, constantly improve their political judgment, political understanding and political execution, and be mindful of the "country’s greatness", constantly improve their political ability, strategic vision and professional level in grasping the new development stage, implementing the new development concept and building a new development pattern, dare to take responsibility and be good at doing things, and implement the decision-making arrangements of the CPC Central Committee.
